Preheat the oven to 350°F (180°C). Grease a 9-inch (23cm) tart pan with butter and set aside.

In a medium bowl, mix together the sugar, butter, flour, cocoa powder, and chopped nuts until combined. Press the mixture into the bottom and up the sides of the prepared tart pan.

Bake in the preheated oven for 15 minutes. Remove from the oven and set aside to cool.

In a medium saucepan, heat the heavy cream over medium-low heat until just beginning to simmer. Remove from the heat and stir in the vanilla extract and dark chocolate chips until melted and combined.
