Instructions
Making the Cake
Preheat oven to 350°F. Grease and flour two 8-inch round cake pans.
In a medium bowl, sift together the flour, cocoa powder, baking powder, baking soda, and salt. Set aside.
In the bowl of a stand mixer, cream together the butter and sugar until light and fluffy. Add in the eggs one at a time, beating after each addition. Add in the buttermilk and vanilla and beat until combined.
Slowly add in the dry ingredients and mix until just combined. Divide the batter evenly between the two cake pans. Bake for 25-30 minutes, or until a toothpick inserted into the center of the cake comes out clean. Allow to cool completely before frosting.
Making the Frosting

Assembling the Cake
Place one of the cake layers on a cake stand or plate. Spread the frosting on top of the cake layer. Place the second layer of cake on top of the frosting. Spread the remaining frosting over the top and sides of the cake.
Making the Topping
In a small saucepan, heat the chocolate chips and heavy cream over low heat, stirring constantly, until melted and smooth. Allow to cool slightly before drizzling over the cake.
